We would like to inform you that from April 4, 2022, the payment of consular services will be done only in cash.


From August 1, 2023, Russian Federation begins the issuance of unified electronic visas (E-VISA) for foreign citizens valid throughout the entire territory of the Russian Federation. 

The list of foreign States whose nationals can apply for e-visa:

Andorra, Austria, Bahrain, Belgium, Bulgaria, Cambodia, China, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, India, Indonesia, Iran, Ireland, Italy, Japan, The Democratic People's Republic of Korea, Kuwait, Latvia, Liechtenstein, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Myanmar, Netherlands, North Macedonia, Norway, Oman, Philippines, Poland, Portugal, Romania, San Marino, Saudi Arabia, Serbia, Singapore, Slovakia, Slovenia, Spain, Sweden, Switzerland, Taiwan, China, Turkey, Vatican, Vietnam.

An application for the electronic visa must be submitted via the website no later than four calendar days before the expected date of entry into the Russian Federation. A digital photograph of an applicant and a high quality scan of the page with the data of the passport must be attached to the application. No other documents are required to obtain e-visa.     

         According to the current Russian legislation the fee should be paid for a visa (via the same website).     

        The electronic visa entitles an applicant to a single entry into the Russian Federation and stay in the Russian Federation with the following purposes:     

        -         guest (private) visit,     

        -         business visit,     

        -         tourism,     

        -         participation in scientific, cultural, socio-political, economic and sports events.     

        The e-visa is valid for 60 days from the date of its issue, but only with the permitted period of stay in Russia no more than 16 days from the date of entry into the territory of the Russian Federation.     

        Electronic visas are valid for entry into the Russian Federation and exit from the Russian Federation by air, road and water transport only through designated checkpoints across the state border of the Russian Federation.

The validity of electronic visas can be checked on a special website of the Ministry of Foreign Affairs of the Russian Federation at https://evisacheck.kdmid.ru. Information on the verification procedure is available there from August, 01, 2023 in Russian and English.      


Tourist visa can be single or double entry for up to 3 months or multiple entry for up to 6 months.

Single, double and multiple entries can be issued on the basis of a confirmation from Russian host travel agency or hotel ("tourist voucher"), information about which is contained in the unified federal register of tour operators (https://tourism.gov.ru/operators/). 

For a Tourist Visa the following documents are required:  

1. "Tourist voucher" or "hotel reservation" (original or copy) (Example, example); 

2.  Valid national passport (with a copy of the page with photo. 

3. A copy is obligatory). The passport must contain at least two free pages and must be valid no less than six months after the visa expiration date; 

4. Visa application filled in online, printed and signed by the applicant with a photo affixed to it

5. One colour photo (35 x 45 mm, clear front view picture against white background, without eyeglasses) affixed to the visa application

6. Medical insurance certificate valid in Russia and covering the entire intended stay period in Russia. 

The certificate should carry: 

- name and the family name of the insured person; 

- contract number; 

- travel dates; 

- explicit mention of travel to the Russian Federation; 

- coverage of illness, accidents and repatriation (at least 30.000 USD). 

7. For non-EU citizens - copy of the document, proving residence in Luxembourg (titre de sejour / attestation d’enregistrement / certificat de résidence).

Visa fee: 

single-entry - 74 euros, urgent - 149 euros;

double-entry - 119 euros, urgent - 238 euros;

multiple-entry - 223 euros.

Processing times: 4-10 working days. Urgent (single-entry or double-entry visas only) - 1-3 working days. Multiple-entry visas - 2 weeks.


Humanitarian visas are issued to foreigners participating in international science, culture or other creative activities/exchanges, as well as to the participants of international sports events and their technical support teams (coaches, masseurs, managers, medics and sports directors). Fans cannot be considered as support staff. 

Humanitarian visas can be single or double-entry valid up to 90 days or multiple-entry valid up to 1 year.

For a humanitarian visa the applicant must submit the following documents: 

1. Original invitation to Russia, issued by the Ministry for Foreign Affairs (a telex #) or the Ministry for Internal Affairs (official certificate); 

OR (EU nationals only) 

1.1. Original or copy of a written statement from the host Russian organization under an official company letterhead with the following information: 

а) The visa applicant: surname, first name, other names, date of birth, citizenship, gender, passport number, multiplicity of the visa, purpose of travel, requested period of entry, location of intended residence of the visa applicant, and the cities to be visited; 

b) The host organization: full name, official address and contact information, surname, first name, patronymic, and position of the person who signs the statement as well as company’s taxpayer number (INN/ИНН); 

2. Valid national passport (with a copy of the page with photo. A copy is obligatory). The passport must contain at least two free pages and must be valid no less than six months after the visa expiration date; 

3. Visa application filled in online, printed and signed by the applicant with a photo affixed to it

4. One colour photo (35 x 45 mm), clear front view picture against white background, without eyeglasses affixed to the visa application

5. Medical insurance certificate valid in Russia and covering the period of the first trip to Russia. 

The certificate should carry: 

- name and the family name of the insured person; 

- contract number; 

- travel dates; 

- explicit mention of travel to the Russian Federation; 

- coverage of illness, accidents and repatriation (at least 30.000 USD); 

For multiple entry visas valid for 1 year and more the applicant may submit a medical insurance certificate fully covering only the period of the first trip. However, for further travels a valid medical insurance certificate is obligatory. In case of an absence of such certificate a visa holder could be fined and banned from further entries into the Russian territory. 

6. For non-EU citizens - copy of the document, proving residence in Luxembourg (titre de sejour / attestation d’enregistrement / certificat de résidence). 

Visa fee: 

single-entry - 74 euros, urgent - 149 euros;

double-entry - 119 euros, urgent - 238 euros;

multiple-entry - 223 euros, urgent - 447 euros.

*Urgent visa can be issued only in case of an invitation from the Ministry of Internal Affairs of Russia.

Processing times: 4-10 working days. Urgent - 1-3 working days. Multiple entry visas - 2 weeks.

Business visas are issued to foreigners traveling to Russia on business. Business visas can be single or double-entry valid up to 90 days or multiple-entry valid for 1 year or more. 

Accumulated stay in Russia on a multiple-entry visa cannot exceed 90 days for each period of 180 days.

For a business visa the following documents are required:

A work visa is issued to foreigners traveling to Russia for a period up to 90 days. 

The subsequent visa extension is done by the territorial agency of the  Ministry for Internal Affairs at the place of work by issuing a multiple visa for the duration of the concluded work contract.

For a work visa, the applicant must submit the following documents: 

1. The original invitation to Russia from the inviting organization or a work contract. These must be confirmed by the Ministry for Foreign Affairs (a telex #) or the Ministry for Internal Affairs (official certificate). 

2. Valid national passport (with a copy of the page with photo. A copy is obligatory). The passport must contain at least two free pages and must be valid no less than six months after the visa expiration date; 

3. Visa application filled in online, printed and signed by the applicant with a photo affixed to it

4. One colour photo (35 x 45 mm), clear front view picture against white background, without eyeglasses affixed to the visa application

5. Medical insurance certificate valid in Russia and covering the period of the first trip to Russia. 

The certificate should carry: 

- name and the family name of the insured person; 

- contract number; 

- travel dates; 

- explicit mention of travel to the Russian Federation; 

- coverage of illness, accidents and repatriation (at least 30.000 USD); 

6. For a multiple entry work visa: HIV-test certificate taken within the last 3 months; 

7. For non-EU citizens - copy of the document, proving residence in Luxembourg (titre de sejour / attestation d’enregistrement / certificat de résidence).

Visa fee: 

single-entry - 74 euros, urgent - 149 euros;

double-entry - 119 euros, urgent - 238 euros;

multiple-entry - 223 euros, urgent - 447 euros.

Processing times: 4-10 working days. Urgent - 1-3 working days.

Transit visa is required if the period of stay in Russia in transit to another country exceeds 24 hours or a traveller needs to change the airport or terminals. 

In case of air travel, transit visa is issued for the period not exceeding 3 days. In case of travel by road or rail, transit visa is issued for the period needed for the transit by the shortest route (in any case, not exceeding 10 days). Transit visas can be single or double-entry. A double-entry transit visa is valid for a period not exceeding 30 days.

Transit visa is not required in the following cases: 

- overflight of the Russian territory without landing; 

- air travel by an international carrier with a transfer at the same airport (in case there is a transit area) with a valid visa for the destination country and an air ticket with confirmed outbound connecting flight within 24 hours from the arrival time.

For a transit visa, the applicant must submit the following documents: 

1. Valid tickets for the whole itinerary or prepaid ticket advance in case those are to be collected at the Russian territory, visa for the departing country and the entry country after leaving the Russian territory (in case of travel by road or rail) and visa for the destination country; 

2. Valid national passport (with a copy of the page with photo. A copy is obligatory). The passport must contain at least two free pages and must be valid no less than six months after the visa expiration date; 

3. Visa application filled in online, printed and signed by the applicant with a photo affixed to it

4. One colour photo (35 x 45 mm), clear front view picture against white background, without eyeglasses affixed to the visa application

5. Medical insurance certificate valid in Russia and covering the period of the first trip to Russia. 

The certificate should carry: 

- name and the family name of the insured person; 

- contract number; 

- travel dates; 

- explicit mention of travel to the Russian Federation; 

- coverage of illness, accidents and repatriation (at least 30.000 USD); 

6. For non-EU citizens - copy of the document, proving residence in Luxembourg (titre de sejour / attestation d’enregistrement / certificat de résidence).

Student visas are issued to foreigners for a period up to 90 days.

b) The host organization: its full name, official address and contact information, the surname, first name, patronymic, and position of the person who signed the statement as well as company’s taxpayer number; 

2. Valid national passport (with a copy of the page with photo. A copy is obligatory). The passport must contain at least two free pages and must be valid no less than six months after the visa expiration date; 

3. Visa application filled in online, printed and signed by the applicant with a photo affixed to it

5. Medical insurance certificate valid in Russia and covering the period of the first trip to Russia.

Private visas are issued to foreigners visiting relatives or friends in Russia for a period of up to 90 days on the invitation of a Russian citizen or Russian resident.

 For a private visa, the applicant must submit the following documents: 

 1. Original invitation to Russia, issued by the Ministry for Foreign Affairs (a telex #) or the Ministry for Internal Affairs (official certificate). 

 OR 

 1.1 Application addressed to the Russian Ambassador in Luxembourg in case of private visas under the simplified procedure for close relatives (husband, wife, parents (adoptive parents), children (adopted), spouses of children, brothers and sisters, grandfathers, grandmothers, grandchildren) of the Russian citizen residing in Luxembourg (the presence of the inviting relative is required). 

 Note: in this case the following documents can be submitted for a single, double private visa valid up to 3 months or multiple entries valid up to 1 year: 

 - valid passport of the inviting Russian citizen with a copy of the photo page

 - valid residence permit, of the Russian citizen in Luxembourg and its copy

 - documental proof of kinship – originals and copies of marriage certificate, birth certificate, court decision on full custody over the child, handicap certificate for the dependent adult child) and their translations with copies; 

 Note: foreigners visiting Russia on private visas still must register within 7 days upon arrival at the Ministry for Internal Affairs at the home district of the inviting Russian citizen. 

 2. Valid national passport (with a copy of the page with photo. A copy is obligatory). The passport must contain at least two free pages and must be valid no less than six months after the visa expiration date; 

 3. Visa application filled in online, printed and signed by the applicant with a photo affixed to it

*Urgent visa can be issued only in the case of an invitation from the Ministry of Internal Affairs of Russia.


Processing times: 1-14 days. Urgent - 1-3 working days (only upon invitation of the Ministry of Internal Affairs of Russia). Close relatives of Russian citizens upon application to the Ambassador - 5 working days (single-entry or double-entry), 2 weeks - multiple-entry visa.

In Accordance with Paragraph 4 of the Decree of the President of the Russian Federation dated August 19, 2024, No. 702, "On the provision of humanitarian assistance for individuals sharing traditional Russian spiritual and moral values" (hereinafter referred to as the Decree), individuals mentioned in Paragraph 1 of the Decree may be issued single-entry ordinary private visas for a period of up to 90 days.

These visas are issued for entry into the Russian Federation to subsequently apply to the Ministry of Internal Affairs of Russia with an application for a temporary residence permit, without considering the quota approved by the Government of the Russian Federation and without the need to provide a document confirming proficiency in the Russian language, knowledge of history of Russia and the fundamentals of its legislation.

List of Countries and Territories

Citizens or stateless persons permanently residing in the following countries can apply for the mentioned visa:

Australia, Austria, Albania, Andorra, Bahamas, Belgium, Bulgaria, Great Britain (including the British Crown dependencies and British Overseas Territories), Germany, Greece, Denmark, Ireland, Iceland, Spain, Italy, Canada, Cyprus, Latvia, Lithuania, Liechtenstein, Luxembourg, Malta, Micronesia, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Republic of Korea, Romania, San Marino, North Macedonia, Singapore, Slovenia, United States of America, Taiwan (China), Ukraine, Finland, France, Croatia, Montenegro, Czech Republic, Switzerland, Sweden, Estonia, Japan.

For this purpose, Russian consulates can issue single-entry ordinary private visas for a period of up to three months. Upon entering Russia, foreign citizens and stateless persons are required to submit an application to the Ministry of Internal Affairs for a temporary residence permit under simplified procedure.

Required Documents:

1. A valid foreign passport of a foreign citizen, which contains at least 2 blank pages for visas, valid for 6 months from the date of expiry of the visa; 

2. Completed and printed visa application form (to be filled out on the website https://visa.kdmid.ru/

3. A handwritten or computer-filled application from a foreign citizen addressed to the Russian Ambassador to Luxembourg; 

4. A 3,5x4,5 cm photo on a light background with a clear full-face image without glasses with darkened glasses and without a headdress; 

5. Medical insurance policy with coverage of at least 30 thousand euro;
